NORCAL PSD MEETING
MAY 24, 2007

Attendance:

Laurie Sowder –President

Meeting was called to order by President Sowder at 1015 A.M.

New Business:

Joy Willis advised that POST has opened the Command College up to non-sworn personnel to include Communication Managers. She also advised that Dispatch will now be eligible to obtain an Intermediate and Advanced POST Dispatch Certificate. Joy presented an idea to have the future meetings POST certified as training, which should increase attendance, it was discussed and approved for exploration.

Penny Bunn moved to hold the association meetings quarterly beginning after the July 26th meeting in Placer. Joy Willis made a motion, Laurie Sowder second the motion. It was carried by the general membership present and approved. She also moved that $100.00 be donated to the Andrea Bowler Scholarship Fund, Jane Jimenez made the motion, Joy Willis second it and it was approved. Penny completed the membership notice, which will be sent out utilizing a two year billing plan. Penny presented the board with they instructor fees for Chico Training – Assessing the Suicidal Caller and the problems with collecting payment for student involvement.

Jane Jimenez presented the status on the 07 CCUG Training Seminar which POST has pulled the Plan IV status. It was decided by President Laurie Sowder that the NorCal PSD Board should attend the next POST Commission meeting to discuss this topic. Jane also informed the board that funding for Incident Dispatchers to work Wildland Fire assignments has not been reimbursed. This was a topic of discussion without resolution.

Old Business- Laurie Sowder discussed the declining membership status and options for bringing in new members.

New Business:

Joy reported that POST is writing standards for Intermediate and Advanced Dispatcher certificates. Members should provide input to POST. POST also approved accepting civilian communications managers in Command College!

Joy reported learning about GETS and WPS (priority landline circuits, wireless towers and satellite towers) for public safety. Anyone who wishes to know more can go to the GETS (Government Emergency Telecommunications Center) website (GETS keyword will get you there) or call Joy.

Group discussed training needs and basic academy

Laurie discussed latest on Cingular, T-mobile and Sprint wireless cutovers.

Group discussed alternate answer sites. The state program is promoting each PSAP have one. 18 PSAPs in California do not at this time.

Penny reported Tehama is fully staffed and all is well

Laurie reported SHASCOM is technically down six, but have hired 5 to start March 26

Next meeting on May 24 at SHASCOM
